The Chandigarh Administration on Tuesday notified the Construction and Demolition (C&D) Waste Policy.
The policy aims to ensure the implementation of the 2016 C&D Waste Management Rules, issued by the Ministry of Environment, Forestry and Climate Change, to enable reuse of recycled or processed waste.
According to the policy, each waste producer will only dump the C&D waste at the waste processing plant in Phase I Industrial Area, Chandigarh or other designated location.
The waste producers, who paid B&D processing costs during the approval of the building plans, will receive the processed material free of charge, amounting to 50% of the amount paid during the approval of the building plans, in one year, as per Article 90.
The waste producers who have not paid the C&D waste treatment charges during the period of construction plans or where the C&D waste is generated by an activity that does not require approval of construction plans will receive free material processed by C&D equal to 50% of the calculated and paid amount.
The dumping of the B&D waste on roadsides, landfills and other undesignated places is not allowed. For illegally dumping construction and demolition waste, the carrier or generator has to pay a fine of Rs 5,500 per vehicle.
The Chandigarh Administration had launched operations on the third Continuous Ambient Air Quality Monitoring Station (CAAQMS), installed at Forest Nursery, Sector 53 in Chandigarh.
The CAAQMS project was inaugurated by the Advisor to the Administration Dharam Pal, in the presence of the Secretary, Environment/Chairman of Chandigarh Pollution Control Committee (CPCC), Nitin Kumar Yadav and Director, Environment and Member Secretary of CPCC, Chandigarh, Debendra Dalai.
