Madhya Pradesh Madhya Kshetra Vidyut Vitaran Company Limited has issued a Tender Notice (NIT) to engage suppliers to design, supply, install and commission 20 MW solar energy systems for residential rooftops. The implementation is part of phase II of the Grid-Connected Rooftop Solar program of the Ministry of New and Renewable Energy (MNRE).
The estimated cost of the project is ₹817.40 million (~$10.77 million). Projects must be completed within two months of receipt of the work order or within 24 months of issuance of the approval letter by MNRE, whichever comes first.
Successful bidders must also provide five years of comprehensive service and maintenance (O&M).
The last date to submit the bids is April 25, 2022. The bids will open on April 26.
Bidders must submit a sincere deposit of ₹500,000 (~$6,593) and pay a processing fee of ₹23,600 (~$311).
The hired bidders must provide a performance bank guarantee and an additional O&M performance bank guarantee, both calculated at 10% of the contract value per allocated capacity multiplied by the discovered costs, within 30 days of the work order being issued.
The selected supplier must make all necessary arrangements for the evacuation and injection of excess power into the grid at the interconnection points as agreed with the distribution companies (DISCOMs).
The project is divided into parts A, B, C and D. Part A is to install projects from 1 to 3 kW each and part B projects from 3 kW to 10 kW each. Bidders can request a minimum total power of 100 kW and a maximum of 700 kW. The total capacity for both parts will be 7 MW each.
Under Part C, projects over 10 kW to 100 kW each and under Part D, projects over 100 kW to 500 kW each must be installed. For part C, bidders can request a minimum total power of 100 kW and a maximum of 300 kW, while for part D the maximum combined power is 500 kW. The total capacity for both parts will be 3 MW each.
The bidders must have annual sales or net worth of ₹5 million (~$65,933) in each of the last three fiscal years prior to the bidding deadline. The bidders must have positive assets at the end of the previous financial year.
Local Micro, Small and Medium Enterprises (MSMEs) are exempt from the financial suitability requirements.
The MNRE will provide central financial support (CFA) of up to 40% for rooftop solar energy systems with a capacity of up to 3 kW. For rooftop systems with capacities above 3 kW and up to 10 kW, the 40% CFA would only apply to the first 3 kW capacity, and for capacities above 3 kW, the CFA would be limited to 20 %.
For group housing companies or housing welfare associations, the CFA is capped at 20% for installing the roof system to provide power to community facilities. The power eligible for CFA is limited to 10 kW per home.
