Greater Chennai Corporation engineers will inspect all buildings under construction at plinth level to avoid violation of the approved plan.
Corporation Commissioner Gagandeep Singh Bedi has issued a circular requesting all assistant engineers, assistant executive engineers and zonal executive engineers to visit the construction sites and identify unauthorized structures and deviations and take action under the Tamil Nadu Town and Country Planning Act, 1971. Henceforth Report against unauthorized and deviant building in the 15 zones of the city must be accompanied by an inspection report at the plinth level.
“If a violation is reported at a later stage in a building where no plinth level inspection report has been prepared, disciplinary action will be taken against the involved assistant engineer or junior engineer,” an official said. City planners have emphasized that buildings under construction should be inspected at plinth level to avoid deviating from the sanctioned plan.
The building owners and developers will be briefed on how to proceed once the plinth level construction is as per the approved plan. In case of deviation from the approved plan, the technicians will inform you of this. Corporation officials have been asked to halt work in the event of unauthorized construction. Construction will not resume until the building permit has been obtained. The inspection will not only be limited to plinth level and will be carried out according to the existing procedure.
After inspecting the buildings in each of the 200 departments, the assistant engineers deliver the inspection report to the assistant executive engineers. At least 25% of the buildings is countered by the assistant executive engineers and reported to the executive engineers in the 15 zones. The executive engineers will visit and report 5% of the buildings.
More than 20,000 applications for building permits are received each year in the city's 15 zones and many of the applications are rejected. Also, many buildings with deviations from the sanctioned plan have been sealed in recent days.
