Himachal Pradesh Power Corporation (HPCL) is seeking proposals for development of 50 MW solar power projects across the state.
The project involves extensive responsibilities covering design, supply, construction, erection, testing and commissioning. Additionally, the selected project developer will oversee the operation and maintenance (O&M) of these projects for a period of eight years after their commissioning.
Interested parties must submit their offers before January 21, 2024, with the opening of offers scheduled for the same day. Filing requires a registration fee of 25,000 rupees (~$300.56).
To qualify, bidders must demonstrate a minimum average annual turnover of Rs 1,500 crore (~$18.03 million) from operations over the last three financial years. Financial viability is an important criterion that requires evidence of access to liquid assets, unencumbered real assets, lines of credit and other financial resources to meet specific cash flow requirements.
Bidders are also expected to have a track record in implementing solar projects. This includes successfully completing at least one solar project contract worth over Rs 900 crore (~$10.82 million) in the last ten years, with a minimum capacity of 15 MW. Alternatively, bidders can demonstrate experience in implementing two solar projects of 10 MW each, or three projects of 5 MW each, that meet the specified participation values.
Additionally, bidders must have executed an operation and maintenance contract for a solar project with a minimum capacity of 12.5 MW for one year within the last ten years.
Notably, HPPCL recently floated tenders for surveying agencies to carry out detailed topographical surveys of solar project sites in various districts of Himachal Pradesh. In June, the World Bank approved a $200 million loan to help Himachal Pradesh achieve its goal of adding 10 GW of renewable energy capacity and implementing reforms in the power sector.
