Gaya : GAYA: The mystery surrounding the road construction materials sample collected on December 29, 2010, has brought back the memories of Satyendra Dubey case. In his complaint addressed to the then PM Atal Bihari Vajpayee in confidence, Satyendra Dubey, an IIT Kanpur product working as an engineer in the National Highways Authority of India (NHAI), said that on February 10, 2002, a 12.8 kg sample was replaced by a 15.7 kg material inside the test laboratory to make it appear to be in conformity with specifications.

Dubey identified the HCC laboratory personnel allegedly involved in the fraudulent change of the sample.
